It should be no secret that in the Dominican Republic authorities have smeared and harassed human rights defenders carrying out human rights work related to Haitians and people of Haitian origin born in the Dominican Republic. These actions were taken in order to prevent these defenders from further carrying out their tasks, and to dissuade others from joining their line of work. In doing so, authorities have encouraged non-state actors to further persecute said human right workers and the vulnerable group and subgroups they work with. Most notably, the Dominican State has disqualified itself as the reasonable agent of protection in this conflict and has shown a wicked default of internal capabilities towards prevention and punishment of genocide. Moreover, state and non-state actors have taken a dual and conflictive approach towards any intervention from the international community; this is, on one hand, by advancing for several years that Haiti and its problems should be the concern of the international community as a whole, and not only of the Dominican Republic, which could not possibly carry the burden of resolution on its own, while, on the other hand, preventively smearing members of the international community, claiming there is a hidden agenda to merge the Dominican Republic and Haiti into one single country -both countries having condemnable precedents of foreign intervention. It is obvious that the international community must take notice for immediate action, albeit actions to be taken should be comprehensive, carefully considered in a spirit of tight justness, and most crucially, compliant only with the fairest application of international law.
